Re:       Step 1 Grievance on behalf on Employee A

 

Local 1998 requests that the following grievance be considered in accordance with the provisions of Article 20 of the Agreement Between Passport Services and NFFE Local 1988.

 

Employee A has been denied her promotion from GS-09 to GS-11. Employee A was promoted to GS-09 on December 16, 2001.  In a meeting on December 16, 2002 she was told by the Adjudication Chief, __________, that she needed to improve her internal customer service relations.

 

This topic was listed on her interim dated August 31, 2002.  At that time her supervisor, __________, told her that she was on the “right path” towards her promotion and to work on her “fine tuning” of the quality vs. quantity of her applications.  He said she was doing great and saw no reason why her promotion would not go through.  Her overall rating for the interim was excellent.

 

Employee A’s “fine tuning” was recognized by her supervisor ___________ when he wrote up and submitted her promotion to GS-11.  In accordance with Article 15 paragraph 7b(3) Employee A sent ________ an email on November 26, 2002 asking for confirmation about her promotion.  He informed her that it was submitted to Mr. ___________, (Adjudication Chief, second shift), and he again told her not to worry.

 

Employee A was led to believe that her promotion would be processed when she had the required time in grade.  Employee A was told this by her supervisor during the August interim evaluation and again on November 26.  Employee A has demonstrated the ability to perform the tasks of the GS-11.

 

We request that Employee A be made whole and that she be granted promotion of GS-11 with a retroactive date of December 15th, 2002.
