With Passport Offices operating on a Mission Critical Function (MFC) and limited staff since March because of COVID-19 pandemic, the Union requested negotiations and offered the U.S. Department of State (DOS) on April 30th proposals and plans to open passport offices in a phased approach. The Union submitted proposals pertaining to Alternative Work Schedule options including Telework & Flexiplace, methods for scheduling public appointments, workstation configuration to support social distancing, continuing a MOU for Maximum Flexibility, PPE, Leave Policy, and Work Quality. All the Union’s proposals were rejected by the DOS in an unclassified Memo to the Union on June 1st, yet the DOS assured the Union a follow-up with their list of actions/ideas for a phased reopening of passport offices out of the MCF.
